Default Cards not shuffled well - is this a redeal?

Ok, live S&G, 8-handed, it's a game among friends, we always play with two decks, a blue and a red one. We're still waiting for two more people to show up, so me and a friend are doing some flipaments with the blue deck just for fun. First time I deal/shuffle, I notice that all the cards are in order.

Two last players come in, tournament starts. Button uses the (shuffled) blue deck, I end up winning a pot from the bb against UTG.

Hand after that, there's a huge 4-bet preflop, with 5 people going to the flop. High pocket pairs were everywhere at the table, I recall from UTG to BB the cards dealt were

Kc - Qc - Jc - Tc - 9c - 8c - 7c - Ac
Kh - Qh - Jh - Th - 9h - 8h - 5c - 4c

which indicates quite clearly that cards weren't shuffled well. I ask the dealer if he had shuffled them and he answered: "Well, not that good, I cut a couple of times but thought they were already shuffled because you were playing with them." He's a friend and there's no way he would've done this on purpose actually.

Person with QQ ended up winning the hand eventually, but is this a redeal or not?
