Default HUSNG Min-Betting

I was just playing a turbo $11 HUSNG on FTP and noticed a player doing something peculiar - minimum betting every hand.

If he's on button, he min-raises. If I limp from button, he min-raises. He bets every street and shows ace high, I show bottom pair. That sort of thing.

Anyway, I assumed he was a total fish but then I scoped him and after 1100 games he has a 6% ROI which is pretty decent for heads up.

Thoughts? He didn't devise this strategy after he got a read on me, he did it the whole time. After 30 or so hands, the only time that he DIDNT min bet is when he made a huge overbet bluff on a scary board. I folded, he showed.

I ended up winning, but just wondering if you guys think this strategy has some merit.
