why doesn\'t Stars verify info before sending checks like Full Tilt?

sorry if this has been covered, i tried to use the search but i think i just suck at it...

anyways, does anyone know why stars will send you a check w/out hesitation instead of verifying info like Full Tilt?

just curious.
