Rebuy tourneys at Commerce and other LA casinos (rake question)

Reading about their daily tourneys I found this on Commerce Casino's website - "if you lose your chips, you can spend another $120 or $225 depending on the day, to play further". Does this mean they take rake + staff tokes on rebuys? What about other LA casinos?

Wow, this sucks if it is true. I admit I have not played a rebuy tourney for some time now, but this is certainly not how things were.
