For sure. The US may find a way to wriggle out of this, but they will definitely not just ignore it. It's a lot more serious than that.

Yeah where the rubber hits the road is when the CEO of Disney calls up John Kyl and says "[censored] your moral crusade, I need IP protection for my DVDs." Generally speaking, once something becomes an issue for Big Business, business wins and the fundie are ignored. See, e.g. immigration.
