Bank account in country with bank secrecy

I am looking to get a new bank account outside my home country.

Requirements:
- Bank secrecy
- Safe (ie. Uganda and Burma is out of the question)
- Homebank access
- VISA/Mastercard or a debitcard usable all around the world.

I am Danish (the nation, not the pastry), 30yo, if that matters.

I will be depositing like 10.000USD to start with - or more if nescessary.

Any advice on where to go, what bank to select etc?
