This is how it is generally treated. I do know of a room where enough of the nits whined that they changed it to having to put the small blind in dead. Traditionally in NL players that missed blinds are dealt back in without posting, but that was when the game was played by people who would cut you if you tried to sit out your blinds and come back without needing to post.
