Default NL400: Allin on open end draw, Line check

Villain is unknown to me. I've only played about 20 hands with him and he hasn't done anything of note. I am just making the transition from 1/2 to 2/4 and would like comments on my thought process and bet sizing.

Pf I would mix it up between calling and 3 betting (villain dependent). In this case with there being less money in the pot, with there being no small blind, I felt calling to be the best option. When checked to me on the flop, its an easy bet but was my bet size a little weak? I though it weird that villain checked raise me on such a drawy board. I felt he would bet most hands on such a board not wanting to run the risk of giving a free card to a straight draw. So his check raise to me was either a set or a play because my bet was weakish. Thoughts? Normally 2 overs plus open ender is an easy shove - was pushing the correct play if I think villain either has a set or a bluff?
