Default Weird Preflop, decent odds, but is this stupid?

Poker Stars - No Limit Hold'em Cash Game - $0.05/$0.10 Blinds - 6 Players - (LegoPoker Hand History Converter)

SB: $18.35
Hero (BB): $10.65
UTG: $7.90
MP: $31.65
CO: $6.00
BTN: $1.60

Preflop: Hero is dealt T[img]/images/graemlins/spade.gif[/img] T[img]/images/graemlins/club.gif[/img] (6 Players)
UTG calls $0.10, MP folds, CO checks, BTN calls $0.10, <font color="red">SB raises to $0.30</font>, Hero calls $0.20, UTG calls $0.20, CO calls $0.20, <font color="red">BTN raises all-in to $1.60</font>, SB calls $1.30, Hero calls $1.30, UTG calls $1.30, CO calls $1.30

Im new to the table and have never went to showdown. SB kept making these small raises very donk like, and I felt like he would do that with a hand like AJo. If he really did that with AA or KK, he would have pushed after the short stack went in. When everyone limped, I thought that there was no way anyone would reraise here. Obv playing for set value. Does this make sense, or is this retarded?
