Default NL100 JJ, turn play

So I have seen the villian 3b and call 3b rather light with marginal hands and some lower PPs. I know the standard is "lead turn" but am I losing value against all the worse hands and only better hands calling me? I figure he would have bet TP or something like that if he hit it on the flop. I figure that he would be betting this turn with almost any 2 here since I have checked both flop and turn, do you think I should go for a c/r or a lead?
