Default Top set finds terrible turn card

Villain is running 53/13/1.7 over 200 hands. I haven't noticed much out of him other than being a bit of a station.

Flop 3 bet too small? Turn line? Have about a PSB left.

Party Poker
No Limit Holdem Ring game
Blinds: $2/$4
6 players

Stack sizes:
UTG: $686.86
Hero: $400
CO: $658
Button: $2127.36
SB: $424.50
BB: $534.80

Pre-flop: (6 players) Hero is UTG+1 with 9[img]/images/graemlins/diamond.gif[/img] 9[img]/images/graemlins/spade.gif[/img]
UTG folds, <font color="#cc0000">Hero raises to $16</font>, CO folds, Button calls, 2 folds.
