I dont understand why you dont just shove all-in on the turn and let him make the decision.
If he made a set, tough luck, but he put in a good chunk pre-flop to make it. You cant ask for a much better board than this with QQ in a re-raised pot. I get my money on the turn every time: and expect to win more than I lose.
