Default STEPS Bubble Big Stack Strategy

I'm asking this question with respect to STEPs, but I suppose the same principle applies to any Super-Sat with a very small number of seats awarded.

So I'm in a $55 Party NL WSOP Step. Three players left. Top 2 move forward. I have ~11K. 2nd & 3rd each have ~4.5K. Blinds have just increased to 200/400.

In general, my strategy has been to put out a lot of small raises to steal blinds, but to avoid playing big pots at nearly all costs. I have been reraised off of several pots, but am winning ~50% PF.

The other players seem competent. They are open-pushing with some frequency.

Questions:

1) In this situation, what is the minimum hand with which you will CALL an all-in bet from the BB, assuming you have only one opponent?

2) What is the minimum hand with which you will CALL a reraise all-in after having raised to T1,000 PF?
