Default nl10 6max river call bad?

UTG is 68/13/2.3
Im pretty sure he'll fold 46 to a raise. So i disscount the straight. Im worried about a set, maby 88 or 99, but think the jack is unlikely. I feel like hes gonna be bluffing here more often than not so I called. Should I have folded? Also is flop bet to big/turn bet too small?
