bvb 3bet pot and he's checkraising low flop

villain is 23/15/3.3 ~10k hands. his check raise flop % was pretty low ~4% i think. in the 10k sample i have him as -11 ptbb/100 but i have no personal history with him. i'm not sure what he thinks of me and i hadn't been at the table long. so should i be shoving here?
