Why can't I withdraw from FTP to Neteller?

Now that NT is finally gonna pay it's American customers, I tried withdrawing my remaining FTP funds to my Neteller account. Unfortunately, the transaction was pending for two days, but it didn't hit my NT account and my $$ was back in my FTP account. I just tried to withdraw again in the same manner, so hopefully it'll work this time.

Has FTP stopped letting Americans withdraw to NT?
