Default Question about \"bet pot\" in PL/NL games

Alright for example, with $1/$2 blinds, an unlimped "bet pot" is $7. Why is it $7 when there is only $3 currently in the pot? Where does this number come from?

Edit: If you want to test this do it on Full Tilt, but I'm pretty sure I've seen it on other sites.
