Default Defending Against Decent Shortstacker

HISTORY

You're in a typical 6-handed 2/4 online game, and have ~100BB stack yourself. Most of the other players have stacks between 50 and 120. There is also a short stacker (20BB) to your right, or 2 to your right. You don't have a ton of stats on him, but he seems to have a decent shortstacking strategy. He opens with 3x the BB, and then will either call or fold to a push. If you just call him, then he typically will push the flop or c/fold (and sometimes, more rarely, c/c). His hand ranges seem to make his strategy profitable, and while his strategy contains bluffing, he usually gets the money in with best of it.

QUESTION

Given that the other players are decent/normal, and aware of the short stacker, how do you play from the SB and from the BB against the shortstacker's 3x open raise from the button?

Your answer may depend on many factors (if so, I'd like to hear them), but I think that in many cases the question boils down to: With what range of hands do you re-raise him to 20x the BB, setting him AI?

Again, you don't have enough hands on him to know his specific ranges. You have only the general info I gave above.
