How to keep newbies out of oot

bad threads started by newbies in oot, and the "what does my * mean" threads they start in other forums can easily be avoided.
under 2+2 Communities list oot as "oot" instead of "other other topics." under other topics start a "miscellaneous topics" forum. ignorant newbies would post in the miscellaneous topics forum not even knowing what oot is.
