Default Finding Euro-Denominated Funds

Hi, my roommate wants to move the part of his portfolio that is invested in U.S. bonds into European bonds that are denominated in Euros. I googled some on this and searched the board but didn't find a satisfactory answer.

What are some bond-funds that are invested in Euros? Corporate or Municipal doesn't matter (I was also unsure if Europe has Muni's like we have here and what kind of tax consequences apply to an American buying them) How can one tell if a fund is denominated in Euro's and not in Dollars?

The basic idea is that he wants to be exposed to Euros, cause he thinks the dollar is going to tank, but he does not want to make a straight exchange play.
