PLO: Raising in early position pre-flop?

In Super System the advice is not to raise in early position in Omaha because of the disadvantage this means and the fact that we need to see the flop before the hand can be judged and that we can't take freecards.

But I guess this advice is for 10 max.
What about 6 max?

Of course it depends a alot but let's say
I'm just limping if playing UTG or UTG+1 and otherwise
raising if first in. Would this be an OKAY strategy?
