My little group and your little group can administer our separate territories and still exchange voluntarily with no violence or aggression whatsoever. And if we can't, then your dream world is impossible anyway.

I think he's making a distinction between property and teritory. Like how my house is supposedly my property, but supposedly also within the US's ("sovereign") territory.
