Default Question about H.R. 2046 and depositing/withdrawing on websites

I haven't read *every* post in this forum, but I've read quite a few and haven't seen this asked yet. Sorry if it has been.

Neteller seemed to be nearly every American's preferred method of transferring money on and off poker sites before they stole our moniez (yes I know we'll *probably* get it back). After this bill is passed, I'm not sure if Neteller will come back into the U.S. market (probably not), but does it mean that other Neteller-like companies will start popping up? It seems that all the current methods of depositing/withdrawing (besides a check, which takes a long time) have pretty nasty fees and/or poor customer service (ePassporte, MyWebATM, etc.)
