interesting spot with JJ overpair in raised pot......induce a bluff?

here is my thought process on this hand (no previous history with villan):

i bet the flop to see if i am ahead...on the turn i am not sure anymore so i check to see if he'll take the free card....he doesnt so i think he could just be trying to take the pot down as the bet is not that strong.... on the river i elect to call 22 to win 98 as i only need to be ahead one in 4.5 to break even here so i figure its a reasonable call with an over pair.

this involves a change of strategy for me. before i read this post from juu (although it was a reraised pot which is different i guess), i would always have bet that turn. what do you think? you could argue i am forfiting my fold equity to encourage him to stack off with a worse hand, either that or i am becoming a calling station. which is it? i guess you could say that if the money is going in anyway then i need to put it in first, but im not sure that maximises my profit if i am ahead. i am interested to know peoples thought processes here.
