Default Live hand argument! Clear up :-)

Ok ill explain this best possible, but were playin a live game and its broke into an argument as to wether the hand was played wrong or not:

UTG raises to 60
UTG+2 calls
CO raises 200 more

UTG folds
UTG+2 pushes for 300 more
CO calls


UTG+2 has QQ, CO has TT.


Should UTG+2 have raised the UTG raise to 60?

Flat calling is bad, as UTG+2 would fold to a re-raise pre, winning the hand.

Argument is he has to flat call because he wants callers so he gets value for money.


Anyone?

extra notes:

co is a tight player, rarely plays hands.
UTG+1 is a pretty tight player too, althou does bluff.
co is pretty tight solid player..
