Default RTHDCPL.EXE - not valid transfer of system dll?

Hello there.Laptop Acer Travelmate 2482wxmi windows xp sp2.When the pc starts I get the following message.I have translated it in english.

RTHDCPL.EXE - not valid transfer of system dll

the system dll user32.dll has been transfered ( shifted? ) inside the memory.The application will not be executed
correctly.The transfer happened because the dll C:\windows\system32\hhctrl.ocx occupied a region of adresses that was committed to the system dlls of windows.You have to contact the dll manufacturer to receive a new dll.

It doesn't seem to have caused any other problems and I can use the pc normally until now but I keep getting the message each time it starts or restarts.What has happened?Any solutions?Thanks
