Why is it ok to deposit using a credit card but they want all the verification in the world if you want to cash out?

My last deposit was with a credit card and lost the money. I took a couple of months off and decided to play with my bodog points that I had accumulated. I played in a point tourney and won $100 dollars in tourney credit. Joined a 10 dollar rebuy and won 54 dollars.

So I simply go bananas and run it up to a decent amount and start thinking about cashing out. They want a copy of my ID, credit card, passport this that and the other before I can even request a payout.

Seems silly to only have that type of scrutiny when you are cashing out.
