Hosting Question

I have a simple hosting question. I registered a domain using bluehost. It was something like 90 bucks for the domain and a year of hosting. Now, I want to register a second domain, totally independent of the first one. Bluehost says that I have the pay the hosting fee again? Is that the same at other hosting companies? Just want find out what the standard is for this situation, as I am trying to start a bunch of sites using JoshK's method in his Daily Adsense Routine post. Thanks for any help.
