Default Patowotomi: 1 Free Dealer + 2 Willing Players = No Game???

This happened a while ago, it was definitely pre-expansion. I ask floor to spread a higher limit NL game, can't remember if it was $5-$10, $10-$20 or $25-$50. There was a dealer sitting at an empty table since it was not at a peak time. The floor still said no and when I can't remember what he answered when I asked why but I can't recall what he said specifically but I recall thinking it was pointless to continue the conversation due to the answer as he seemed to be a glorified bouncer with a bouncer's power loving demeanor. Why is this (that they won't spread this game not why are the vast majority of bouncers such douchebags)? Is this normal? I know a lot of states have max bet rules but I don't think Wisconsin is one of them since they spread a $2-$5 NL game. Pato could be so good that it's frustrating to me how poorly run it is. Have not been there in a long time, any bigger games or improvements due to new addition?

This summer I'll be in Shawano, Wisconsin and I'd like to bring some friends and if the games they're spreading is not to our satisfaction then create a new game. I doubt anybody has any knowledge about this casino. It's by Green Bay but isn't Ho Chunk or Oneida or whatever the GB one is called. It's really small - 1 to 2 games. Will they spread whatever I want? More importantly will the GILFs be impressed by my rubber band of 100s?
