A 600 raise allows us to call a push from shortstack and not get involved for 3000+ with the other stacks when we have 99. Shoving doesn't give us this option.
What advantage do we have from pushing? Not letting the two 3k stacks have the chance to resteal? Not worth possibly flipping and becoming a shortstack.
