Default preflop play in VERY loose passive live games

I have been playing 5/10 NL live at Foxwoods lately, and often in these games lots of people will see the flop, whether there is a raise preflop or not. I am having trouble figuring out the best preflop strategy for this situation, so I thought I would pose the following questions.

Suppose that everyone is 200BB deep, and you know that every single player will see the flop, whether you raise or not. What is your limping and raising range in early and late position? How does this change if instead of 10 players seeing every flop, only 5 see every flop?
