THEY DON"T HAVE THE MONEY AVAILABLE

If they did, do you really think they would put the kibosh on collecting 1.9% on peer to peer transfers, on top of the % they get from the gambling portals which the non-US memmber must then deposit the money to?

Do you really buy their explanation?

LET ME SPELL IT OUT AGAIN, THEY HAVE SUFFERED A CLASSIC RUN ON THE BANK SCENARIO, JUST LIKE HAS HAPPENED MANY TIMES IN HISTORY. EITHER THEY ARE HAVING A LIQUIDITY PROBLEM OR THEY JUST DON'T HAVE ALL OF THE MONEY, REQUIREMENTS BE DAMNED
