Default 10NL FR: Getting reraised after Reraise with QQ PF

Villain was 46.7 / 0 / 1 on 45 hands. no specific reads, but it was his first preflop raise. i was playing normal (about 20 / 7)

is folding here correct? or should i reraise at this level? i assumed, that against such a passive opponent, a 3bet must mean QQ+. or is this wrong at this level?
