Dogs can learn to drive. There's been ancedontal evidence establishing that fact.

Something like a Flintstone's setup. Dog sits, paddles are up chinhigh for it, baby-seat restraints. I'm not sure how high the insurance premiums would be though, or whether those cars would meet minimum sizing requirements, but I think that's for the bureaucracy to hammer out.
