Default poker club

ok so, i was starting a poker club at school. i got it approved by the official club... handler person. so we worked out a few things about this club. On posteres posted around school, we make it very clear that we don't gamble in any way. no one gets a prize. and we won't call chips, chips. we call them points.

so it makes sense yeah. but now here's the kick in the hoosits. the school administrator told me no outflat. he told me that poker is gambling, even if we don't bet anything. he also told me that he's 60, and that i can't convince him otherwise, being younger.

so is that [censored] up or not? i plan to go to the supervisor of the school DISTRICT (HIS boss) and appeal his decision. so the question i ask is, if we don't play for ANYTHING, we (minors) can play, right? also, as a second question. we can haveb a raffle right? and have people pay money for thee raffle right?
