I believe that's for sex. For posessing images it doesn't matter the age difference, the images are illegal if the person is under 18.

So, what you're saying is if a 19yo had sex with a 17yo that would be legal because it's less than 4 years, but if he possessed naked pictures of her instead that would be illegal?
