States Laws & online gambling

I am not sure if this has been posted before but it is an excellent article

State Gambling Law Summary

Can anyone with a legal background explain why some sites that still allow US players are banning players from certain states? Those states laws were on the books before tha passing of the Gambling Act of 2006. What is the legal differences now?
