I don't really like it, but it's pretty read dependent. Some donkey's make small bets to maximize value with their big hands, while others overbet the pot praying they'll hit the jackpot and you'll play back at them. THe fact that you've seen him limp a couple of times (not raise) indicates he's probably a loose passive. Personally I would usually give this up on the flop.
