Sorta(?) bluff minraise

Villain in this hand is 21/17.75/4.7, a solid player. My image is lag/tag, I've been 3-betting somewhat light but I haven't been getting out of line postflop. His flop lead looks a lot like TT-QQ to me trying to find out where he's at, I don't think he's doing this with KK or AA. I thought a minraise is the best/cheapest way to get him to fold one of these hands, let me know what you think.
