I think the confession is pretty whimpy. Because the house always needs to make sure there protected i.e. the odds less than 100% so they get a cut. Commands to set results are standard in every game submission to GCB Nevada, so they can set up results for testing. But these are disabled in release versions. There is nothing in his statements that aren't common gaming industry knowledge. I prefer to think of gaming as a stupidy tax. If your stupid enough to put money in you pay the tax in the end. Some years you may get a refund, but the man always wins.
