I'd check out Capitol Hill. There is a lot of affordable housing in this area due to the constant turnover in Congressional interns and staff. Look on Craigslist and be prepared to sort through a lot of bad choices before you find the one you want.

There are plenty of places for young people to hang out in DC. In DC proper, Georgetown, Adams Morgan, and Dupont are all good options. You can also take the Metro over to Clarendon in VA. It really depends on what your scene is.
