I assume what he meant is that they shuffle the remaining unused/unseen cards still in the deck after each card is dealt. They could easily do this but it doesn't really help with security in any way.

However, I'd be shocked if most Blackjack online games don't shuffle after every round though. There's absolutely no reason for them to not do this since it only takes a couple of nanoseconds to 'shuffle' up the virtual deck. Real casinos would shuffle the deck every round if it could be done in less than a second.
