Default 100NL - The idea behind Overbet?

I just changed to 100NL and have seen some overbets on the flop. (...Flop, pot is 3$ check check bet 4$) I donīt get the idea behind it, wouldnīt a 3$ bet doing the same thing?

1. Is this TP, that is scared of draws or more often a steal?
2. Is this a strategy I missed and could use myself?

If it's a good player and there is actually an "idea" behind them doing it it's usually that the larger bet on the flop will set up bets on later streets in a way that makes it easier to get allin by the end. This isn't to say that this is usually the case when you see these bets though.
