It means the player is accessing the site through .net. They aren't neccessarily play money only, but probably are.

Any players playing on .net get a white star, the play money tournaments and some freerolls are offered on both the .com and .net clients.

You could also register for a RM tournament on .com, close the site and open .net, then when the tournament starts you'll be taken to the RM table with a white star.
