Even if you are correct that this induces a bluff, you'll never be able to guarantee that villain will take the bet. The only way to ensure that bets are getting in there is if you put them in yourself. |

4 K and 4 10's and 3 9's are why you don't check the turn. Besides which maybe he would have check/raised the turn and now didn't bet the river because it paired the board.
Bet for value. 2 pair need value bets with connected pots and bets for protection. |
