its not exactly any 2. he c/c the flop. you should provide more info for villain. vs an unknown I would fold. its too tricky line for an unknown to take with a bluff / missed draw.

he has a very good hand, hopes you have an ace, checks to let you value bet, or if you don't have an ace but trash then he hopes you bluff. either way if he has a nine or flush then he views it as optimal to check raise.
