AP denying cashouts?

I just got a call from Schneids who is at canterbury. He says that a friend of his claims that AP is not allowing cashouts at this time. Can anyone else confirm or deny this statement?

Requested cashout yesterday afternoon, got a receipt of the request immediately after, still hasn't shown up in my ePassporte. Will give it some time but I won't be heartbroken if it never shows up as it was < $100 anyway.
