Default Big bluff in RR pot .. like?

Villain is "ragnuts20", a solid laggy 32/24 player. This is the beggining of the session and we haven't tangled yet. My image should be pretty solid and not out of line.

I was pretty sure that his turn call was not a strong hand, something like TT, maybe QJ. I didn't think it was a good flop to c-bet, but I felt the turn was a good spot to bet as long as I followed through on the river regardless of what fell.

Thoughts?

A bet turn/shove river in rr pot is never a good bluff then or there are some spots where it can be good ?
