Default $3.4 - 44 on the button at bubble

Is this an easy fold? Or perhaps worth a raise?
The blinds were both loose and passive.

PokerStars No-Limit Hold'em Tourney, Big Blind is t200 (4 handed) by Hand Converter CG

UTG (t2630)
Hero (t4680)
SB (t4540)
BB (t3150)

Preflop: Hero is Button with 4[img]/images/graemlins/spade.gif[/img], 4[img]/images/graemlins/club.gif[/img].

Not a push. ICM with their calling range of 15% is EV -1.5.

raise to t500-550. if this were blinds at 2/400 it's a push.

And c-bet 1/2 pot on any flop? That would mean another 500 chip commitment. Would it be correct to c-bet here against a loose passive? Or would we rather c/f?

If you will raise and check fold is better fold preflop.

I might raise 450, but am folding to any heat/reraise or if i miss the flop. It might as well be 72o.

that line's a little too passive. and against weak opponents we need to be prepaired to bet most flops that are checked to us with only 1 other person in the pot.
