Played a similar hand yesterday and the villain called the flop bet with overcards/flush draw and hit one of them on the turn... If he would have made his hand on the flop i think he is protecting against the flush draw.. I think all you beat is a flush draw here. fold.

For a bet this small, I think it's also okay to call and hope the river checks through, especially since you say villain is passive.
